Tokyo (the 23 special wards) is the densest and most expensive part of Japan, but offers infrastructure, jobs, and culture that no other city matches. Roughly 9.7 million people live in just 627 km². Whether you're a tourist staying a week or a foreign worker on a multi-year posting, your monthly cost will be dominated by housing — typically 90,000–150,000 JPY for a small studio. Once housing is settled, daily life is surprisingly affordable thanks to dense convenience stores, public transit so good that owning a car is unusual, and a vast restaurant market that fits every budget.
What to know
World-class subway and JR network. A monthly commuter pass typically costs 5,000–8,000 JPY. Owning a car in central Tokyo costs 30,000+ JPY/month for parking alone, and is rarely worth it.
The single biggest expense. 1K studios in central wards: 100,000+ JPY/month. Outer wards (Adachi, Edogawa, Nerima) drop to 65,000–80,000 JPY. Initial costs (deposit, key money, agent fee) typically add 4–6 months of rent up front.
Eating out three meals a day is genuinely possible on 30,000–40,000 JPY/month thanks to convenience stores and budget chains (Yoshinoya, Saizeriya). Cooking is cheaper but requires kitchen space, which is scarce in compact Tokyo apartments.
Japan's universal coverage caps out-of-pocket at 30%. Foreign residents on visas of 3+ months must enroll in National Health Insurance. A typical monthly premium for a single working adult: 15,000–30,000 JPY (income-based).
Tokyo's CPI runs 2–5% above the national average, with housing alone roughly 30% above. However, transport and food can be cheaper than rural areas due to scale and competition.
Negotiate rent in February–March (off-season). Avoid 礼金 (key money) listings if possible. For stays under 3 months, weekly mansions or sharehouses are far cheaper than hotels.
